I'll repurchase this dish as long as I'm studying abroad! Thaw, wash, and score the fish. Stuff with scallions, ginger, and garlic. Drizzle with a little cooking wine, steam over high heat for 15 minutes, drain the liquid, add steamed fish soy sauce, chopped chili peppers and cilantro, pour hot oil over it, and then add a little sesame oil or Sichuan peppercorn oil. Enjoy!
